Grain imports boost NRZ volumes

THE National Railways of Zimbabwe (NRZ) has moved more than 250 000 tonnes of freight between April and September this year benefiting from the intensified grain importation programme.

Due to the El Nino induced drought, the country continues importing maize from regional and international producers to avert starvation.

NRZ board chairman Mr Larry Mavima told Business Chronicle that the grain import programme by the Government and private millers had generated business for the rail company.

In this regard, he said, NRZ was targeting to transport between 700 000 tonnes and one million tonnes of grain imports from the ports into the country.

“Since April, we have moved in excess of 250 000 tonnes of grain from various ports such as Maputo, Durban and Beira into Zimbabwe. We are looking forward to moving between 700 000 tonnes and one million tonnes of grain by the end of the year,” Mr Mavima said.

The parastatal, which has a legacy debt of about $144 million, has also been faced with operational inefficiencies owing to the prevailing economic climate.

The viability of the NRZ is largely dependent on industry’s productivity, which at the moment is low because of the challenges facing the economy.

According to the Confederation of Zimbabwe Industries, capacity utilisation in the manufacturing sector in 2015 closed the year at 34,3 percent.

In July, Transport and Infrastructural Development Minister Dr Joram Gumbo announced that the Government is crafting a legal instrument to ban the transportation of bulky goods by road in order to protect the country’s road network and boost NRZ operations.

Turning to the proposed ban of haulage trucks on the country’s roads, Mr Mavima said: “The Railways Act talks about agricultural goods and minerals being allowed to be moved by rail. But when we de-regulated, trucks started moving bulky goods. In order for NRZ to come back on track, we also need to ban the transportation of bulky goods by haulage trucks. Apart from competing with NRZ, the haulage trucks damage our road infrastructure. Despite the toll fees which the truckers are paying, the fees are just a pittance.”

At its peak, the NRZ could move between 100 000 tonnes and 150 000 tonnes of cargo per week but presently, it is moving below the above figures.

CONTEMPORARY musician Jah Prayzah, who is in the eye of a storm following sexual abuse accusations by former dancer Gonyeti, says he will let his lawyers deal with her over the malicious allegations.

Last week, Gonyeti bared her soul to our sister paper – The Herald – chronicling her alleged abuse at the hands of Jah Prayzah.

She claimed to have been used as his sex slave for three years, at times engaging in unprotected sex to keep her job as a backing vocalist.

In a video posted on his Facebook fan page at the weekend, Jah Prayzah, while denying Gonyeti’s accusations, said the truth would soon come out.

“I deny the allegations. This is a very sensitive matter which I will henceforth leave in the hands of my lawyer Mr Hamunakwadi, to work on the case.

“We all deserve the truth and I trust that in time, it shall be revealed,” said Jah Prayzah.

Jah Prayzah posted the video as a response to allegations by an online website – Zimbotoday – which claimed to have exclusively spoken to Jah Prayzah on Gonyeti.

“On October 1, a website www.zimbotoday.com carried a story alleging that I’d given them an exclusive interview.

“That information is false as I’ve neither issued any statement nor granted an interview to the media since various allegations have been made against me,” said Jah Prayzah.

Following that miscommunication, the artiste’s fans called on him to give them his actual position on the topical matter, hence the release of the video.

Meawhile, Jah Prayzah has thanked fans for supporting him and advised them not to be misled by Gonyeti.

“I thank you for your continued encouragement, patience, and support. Makandikoshera (you are important).”

He said fans should look forward to the release of a new video for hit – Mudhara Vachauya.

“I’m working on the music video for Mudhara Vachauya that was shot in South Africa. It’ll be out in two weeks time on YouTube.”

Akbay eyes Chibuku Cup

HIGHLANDERS coach Erol Akbay has declared that he wants to win his first major cup in debut season in charge of Bosso and doesn’t fear any of the teams still in the Chibuku Super Cup race.

Unlike in the Castle Lager Premier Soccer League race where Highlanders need other teams to do them favours by beating FC Platinum and Caps United while they win their games, Bosso only need two more wins to lift the Chibuku Super Cup.

Defending champions Harare City, FC Platinum, Ngezi Platinum Stars and Highlanders will know their Chibuku Super Cup semi-final opponents this afternoon at a draw set for the Premier Soccer League offices in Harare.

Harare City made it to the last four by beating ZPC Kariba 4-2 in a penalty shootout after the two sides had deadlocked 2-2 at the end of 90 minutes.

Ngezi Platinum continued their fairytale run by qualifying for the semi-finals of a major tournament in their debut PSL season following a 4-1 whipping of struggling Tsholotsho.

Castle Lager Premiership league leaders FC Platinum lined themselves up for a possible league and cup double following a 1-0 win over Triangle United at Gibbo Stadium, while Highlanders beat How Mine 4-3 on penalties.

Akbay said he respects all the teams left in the knockout tournament, but he has a dream.

“All the teams left in the tournament are tricky opponents that are difficult to beat, but I don’t fear them; I just respect them. We’re ready to face whoever we’re drawn against and what we have to do is win to go to the final to enhance our chances of winning this tournament,” Akbay said.

With the PSL ruling out seeding teams in the semi-finals’ draw, there are possibilities Highlanders could face FC Platinum.

According to the PSL, there shall be no seeded teams. The teams shall be paired by drawing of lots and the first team drawn from the pot shall be paired against the third team drawn and the second team drawn shall be paired against the fourth team drawn.

“I know people are talking about the possibility of facing FC Platinum, but I’m not giving much thought about that as I just want to train my players to win all the games. I think we have better chances of winning this cup by beating anyone we’re drawn against and as for the league, we have to rely on others to stop Caps United and FC Platinum,” said Akbay.

On their way to the semi-finals, Highlanders beat Mutare City Rovers 2-1 in the first round and How Mine in the quarter-finals, while FC Platinum knocked out Chapungu in the first round.

Harare City took Border Strikers to the cleaners through a 4-0 score line, while Ngezi Platinum beat Hwange 3-1 in the first round of the tournament.

Go back to class, Zuma tells university students

Johannesburg — President Jacob Zuma has urged protesting students to return to class, saying there will be consequences for those who act criminally.

“Government is committed to do everything possible to progressively make higher education more affordable and free for the poor. I would want to make a call to let the students go back to study,” Zuma said at a higher education summit yesterday.

Zuma added that he had instructed law enforcement agencies to arrest criminal elements who were hijacking student protests.

He condemned violence and the destruction of property, saying the resolution taken last year not to increase fees was made through strategic dialogue.

He said the 8 percent cap on university fee increases announced by Higher Education Minister Blade Nzimande also came about through strategic dialogue with stakeholders.

“The 0 percent fee increase for 2016 was a decision made through listening and talking. The summit is doing what South Africa does best — to meet and talk and find solutions. Together we find lasting solutions,” he said.

Zuma said an inquiry into higher education must be given a chance to find a way out of the impasse over fees.

Meanwhile, UCT will remain closed until the vice chancellor engages students on their demands and takes their call for free, decolonised education to national leaders, student leader Masixole Mlandu said yesterday.

He led hundreds of protesting students through UCT’s upper campus to ensure no lectures were held.

Many who were not protesting stood on the sidelines and took photos.

“The people’s management declares a shutdown . . . The university needs to make a decision.”

The institution had planned on resuming academic activities yesterday.

“We can’t breathe in this university when things stay the same. Sacrifices must be made,” said Mlandu.

He bemoaned the demographics of UCT, saying the institution was not an accurate representation of South Africa. Protesting students repeated their demands for free education, the insourcing of workers with a net salary of R12 500, and for disciplinary action to be dropped against some students. “We are not mad. We are not hooligans. We don’t like protesting,” said Mlandu.

Private security guards watched from afar.

Police vans were spotted on campus in the morning, but later left. Most lectures were not in session, but it was understood that a lecturer in one department had met students in two almost full classes early yesterday morning.

Mr Tsvangirai must shun violence

Violence — physical, verbal and emotional — is destructive, primitive and degrading. It is criminal as well.

Yet, MDC-T leader Mr Morgan Tsvangirai was preaching it at the weekend. His party held a 17th anniversary celebration at Bulawayo’s White City Stadium where he told his supporters that if security forces curb opposition demonstrations and the Government introduces bond notes his party would resort to violence.

As a leader of a political party, particularly one with some representation in parliament and at local government level, Mr Tsvangirai must be careful to always guard his mouth and promote peace in word and deed. He must be advised that this sort of belligerence is only counterproductive.

He is spoiling for a fight that he is sure to lose and lose heavily for the Government has declared it will not tolerate violence as a way to addressing political differences.

However, his violent rhetoric is not really unlike him. Mr Tsvangirai has, over the past 17 years, spoken violence and his supporters have obliged.

We remember his feared “democratic resistance committees,” that wreaked havoc countrywide ahead of the 2008 harmonised elections. We remember the bombings of police stations in Chitungwiza, Harare, Mutare and Gweru that were executed by MDC-T hoodlums, causing lifelong injuries on some officers and the death of Petros Mutedza, a former inspector, in June 2011.

MDC-T has not benefited anything from this.  Ordinary law-abiding citizens have lost a lot of property, have been injured, some actually losing their lives in violent activities he incited. They have been greatly inconvenienced in the unrest. The economy has suffered a great deal.

In recent weeks, the opposition, under the National Elections Reform Agenda (Nera) that has MDC-T as the largest and most influential member, has staged violent protests, part of a broader strategy to render the country ungovernable and pave way for the removal of Zanu-PF from power.

Opposition militants, most of whom belonging to Mr Tsvangirai’s party have damaged property and looted supermarkets in Harare, Bulawayo, Chitungwiza, Bulawayo and Beitbridge.

No political party can campaign for electoral reforms through undemocratic means. Elections are the essence of democracy. They define democracy, so when Nera pretends to be seeking electoral reforms through systematic violence as they have been doing in recent weeks many differ with them on that strategy.  It is evident that Nera is just a smokescreen to hide their real evil intentions to stage a power grab.

“This country can no longer afford [President] Mugabe a day longer than is necessary,” we recall Mr Tsvangirai telling a rally at Rufaro Stadium on September 30, 2000.

“We can’t wait for 2002 because he rigs elections.  What we would like to tell Mugabe today is that please go peacefully, and if you don’t want to go peacefully we will remove you violently.”

It is revealing that the 2000 rally at which Mr Tsvangirai made this irresponsible statement that attracted a treason charge, was a first anniversary celebration of his party. Exactly 17 years plus one day later, he was in Bulawayo for yet another anniversary rally and makes yet another remark calling for a violent confrontation between his party and the Government.

Fortunately for the millions of Zimbabweans who abhor violence, the government has declared its readiness to defend the constitution and the country’s hard-won democracy.

State Security Minister Kembo Mohadi said:

“It has been known as far back as 2000 that MDC-T has been training bandits and they still do; if they continue training these militias and attack the Government we are there to defend. We will defend the country at all cost.”

Mr Tsvangirai must understand this message and adopt a civilised approach in his quest for higher political office. The Government is on record saying if the opposition has suggestions to improve the election management system or the running of the economy, they are free to forward them through various platforms available to them. Parliament where MDC-T has a substantial representation is a possible forum for any suggestions to be made. The Zimbabwe Electoral Commission has demonstrated that it is open for suggestions relevant to its mandate.

On Saturday, Mr Tsvangirai threatened violence if the Government introduces bond notes. The token currency is on its way by the end of this month, an initiative by authorities to boost exports and stem the liquidity shortage and hard currency externalisation.

His party doesn’t like them, as do other opposition outfits. It is their democratic right to speak out against the notes.

However, a serious opposition party must not just condemn government policies and programmes without offering alternative solutions. MDC-T, Zimbabwe People First, MDC and others have not made any proposals on how the cash shortage can be ameliorated. Theirs, as expressed by Mr Tsvangirai on Saturday, is to perpetrate violence against the notes. Thereafter, in his warped logic, the economy would be awash with cash and bank queues immediately disappear!

ZANU-PF youths in Bulawayo yesterday demonstrated against the city’s suspended deputy mayor Gift Banda for continuing with construction work on ill-gotten land in Ascot.

Councillor Banda and four others were suspended by the Government two weeks ago for alleged abuse of office.

He is alleged to have illegally acquired land at Ascot for the construction of town houses.

He also got a lease for land to construct a social club at Hume Park.

Yesterday, the youths marched to Clr Banda’s Ascot stand waving placards and singing songs denouncing him.

“We want everything happening here to stop.

Banda is a thief.

This is Bulawayo land. It should not be stolen by greedy people,” said one of the demonstrators.

Zanu-PF Youth League Bulawayo provincial political commissar Cde Boniface Mutsure said they will not stand aside and watch the looting of the city’s land.

He said they were surprised by Clr Banda’s defiance as he has continued construction work on the contested piece of land despite his suspension.

“Even after being suspended he is still proceeding with the construction. As residents of Bulawayo we’re tired of the MDC-T’s corruption. They’re parcelling out land among themselves and we want to see it ending,” he said.

Cde Mutsure said Clr Banda should wait until his case is heard by a tribunal before he can resume with his work.

Clr Banda arrived at the construction site about 30 minutes after the protest began and his employees seemed nervous.

The youths jeered him but he remained calm.

The youths started telling the employees to abandon work and left when police arrived.

Clr Banda told The Chronicle that the demonstrators were exercising their constitutional right but declined to comment on the abuse of office charges.

ZIMBABWE hip hop duo Cal_Vin and AWA on Saturday rocked Germany during the Urban Africa Festival where they shared the stage with South Africa’s Cassper Nyovest.

The two Bulawayo rappers, who were invited by organisers of the festival, represented the country there for the first time and got revellers singing along to their songs during the fete.

That Luveve boy, as Cal_Vin is known performed in front of a packed house at Club Banhof in Cologne with other African singers namely the King of Azonto – Gasmilla from Ghana, Major League DJz from South Africa and a whole host of other musicians. Cal_Vin shared a video of his performance and the predominantly white crowd could be seen singing along to the chorus of his hit song Zikhuphani.

Writing on his Facebook fan page, Cal_Vin described his experience in Germany as amazing adding that he hoped it would open more doors for him to perform in Europe.

“This is my first time in Europe and all I can say is it’s been an amazing journey. I hope this will be the beginning of many invitations to many festivals and performances in Europe,” wrote Cal_Vin.

Not to be left out was Cassper Nyovest who also shared a video of fans going wild, jumping up and down and singing along to his hit Doc Shebeleza.

AWA, a self proclaimed rap queen, also gave a good account of herself to a crowd that she was familiar with as she has performed in Germany before.

Over the past week, Cal_Vin and AWA have been keeping their local fans abreast with their German tour through videos and pictures on social media networking sites.

One popular post was their interview at Funkhause Europa radio station based in Cologne where they gave a spirited freestyle. Although most listeners who called in could not hear isiNdebele, they said they loved the way the rappers flowed on the sound track playing in the background.

The duo is expected back in the country today.

“It is better to misgovern ourselves than to be governed well by others.”

These are the words of Lesotho’s founding fathers that were repeated yesterday when the kingdom — in pageantry, elegance and triumph — celebrated 50 years of independence at the Sesotho Stadium in Maseru.

Prime Minister Pakalitha Mosisili said this while narrating Lesotho’s painful yet successful history, during an event that was led by King Letsie III.

President Mugabe received a thunderous welcome from more than 20 000 BaSotho on arrival at the venue, and so did Sadc chairperson and Swazi monarch, King Mswati III.

Botswana President Seretse Khama Ian Khama was also one of the dignitaries, as well as South African Justice Minister Jeff Radebe, who stood in for President Jacob Zuma.

The colourful proceedings kicked off in style with King Letsie receiving the royal salute.

The 21-gun salute was fired to the spectacle of the King inspecting the Guard of Honour, before he did a “lap of honour” in an open-top Land Rover Defender.

The Christian Council of Lesotho — a grouping of various denominations — led in prayer shortly after the King took to his seat between President Mugabe and King Mswati.

PM Mosisili was first to the podium.

“Lesotho’s journey of 50 years of independence has been a torturing journey full of challenges, failures but also full of successes,” he said, before chronicling the country’s history of civil strife, transcending a 20-year dictatorial rule under Chief Leabua Jonathan, and a military regime.

“You might have noticed that we now have the third national flag. That again is an indication of the turbulence of the journey of Lesotho.”

Despite these challenges, PM Mosisili said, the kingdom has recorded massive development.

“The British left us with 1km of tarred road. The tarred road was constructed during King George’s (VI) visit in 1947, and the 1km was from the railway station to his residence,” the Prime Minister said, before giving a number of examples of infrastructural and political development.

“We are now in the second coalition government. The first coalition government lasted two and a half years and consisted of three parties. The current coalition government consists of seven parties.”

Speaking on behalf of the region, King Mswati congratulated King Letsie and his subjects, urging them to “leave a legacy that will stand out” even when they are all gone.

“A key catalyst to achieving sustainable development for all is peace and stability,” he said.

“Let us keep peace at all times to avoid reversing the independence gains, which we are all here for. We encourage the BaSotho to find home-grown solutions for problems that hinder progress.”

King Letsie took the opportunity to thank Sadc for timely intervention during internal conflicts.

“Lesotho like most, if not all, post-colonial African countries has faced a number of challenges. Through tenacity and hard work we have been able to overcome most of these challenges.

“Your Majesty King Mswati III, through you as Sadc chair, we would like to thank the region for the timely intervention,” he said.
Lesotho was under British rule for 91 years.

The country was united by King Moshoeshoe I who fought a series of wars with Boer settlers before Queen Victoria established a British protectorate over the then Basutoland in 1858.

On October 4, 1966 Lesotho gained full independence.

Meanwhile, President Mugabe, who returned yesterday afternoon, was received at the Harare International Airport by Vice Presidents Emmerson Mnangagwa and Phelekezela Mphoko, Ministers Sydney Sekeramayi and Kembo Mohadi, service chiefs, as well as Chief Secretary to the President and Cabinet Dr Misheck Sibanda, and other senior Government officials.

The President was accompanied by Foreign Affairs Minister Simbarashe Mumbengegwi.


House fraud cases spike, cops issue warning

BULAWAYO residents are losing hundreds of thousands of dollars monthly to conmen in fraudulent housing deals, police said yesterday.

It is worrying, the police said, that residents were exposing themselves to fraudsters by doing serious transactions on the streets.

According to statistics, 38 cases of fraud were recorded in the city with 20 of them involving houses between August and September last year.
During the same period this year, the figures scaled down to 31 but cases involving houses increased by six.

The exact monetary value for all the cases could not be immediately established but it is believed to be close to $1 million.

The police said recently, a Bulawayo woman lost over $50 000 in a botched house deal after lawyers connived with three suspected fraudsters and produced fake title deeds before selling her a non-existent property.

They have also launched a manhunt for a city man, Khumbulani Bhebhe, who allegedly misrepresented himself as an estate agent before defrauding a United Kingdom-based Zimbabwean of over $20 000.

Acting Bulawayo police spokesperson Assistant Inspector Garikai Chipfunde said police were investigating the lawyers at the centre of the scam that occurred last month.

He did not state the number of lawyers involved or divulge their identities.

“Police are investigating a case which involves some unscrupulous legal practitioners from Bulawayo who connived with three fraudsters to manufacture fake documents to facilitate an illegal process of defrauding a woman from Bulawayo of about $50 500,” said Asst Insp Chipfunde.

“The woman was shown forged title deeds which she was made to believe were up to scratch and deposited the amount in question into the fraudsters’ account.”

Asst Insp Chipfunde said Bhebhe took advantage of the UK based woman and sold her a housing stand in Hillside suburb that does not exist.

“The unsuspecting client was attracted by the deal and sent $16 000 using details given to her by Khumbulani to purchase the stand. After receiving the money he told the same client to send an additional $9 157 so that he could start building a cottage. About $4 000 was sent using the same Express Link,” he said.

“The complainant only discovered that she had been prejudiced of about $20 000 when she came back from the UK. She discovered that the said stand did not belong to Bhebhe or any agent. She also found that no cottage had been constructed.”

Asst Insp Chipfunde said Bhebhe moved from his rented home after learning that his victim had returned to Zimbabwe and has not been seen ever since.

He said last month 14 fraud cases were recorded in the city and eight of them involved housing issues.

Asst Insp Chipfunde said it was worrying that members of the public were doing business transactions involving the purchase of houses on the streets or with people they have no background about.

“The fraudsters swindle victims through advertisements of houses and stands in the print media and notice boards which only contain their contact details without office addresses. The unsuspecting clients respond to adverts by calling the potential sellers who in turn arrange parties to meet in the city centre,” he said.

Asst Insp Chipfunde said the fraudsters ask their targets to deposit money through banks but fail to deliver the offered properties.

“Police therefore are urging members of the public to desist from buying properties without full information of the owners of the houses and stands.

“Members of the public are strongly encouraged to approach the relevant authorities and seek verification from the city council housing department, the deceased estate section at Tredgold Magistrate Court or at Master of High Court for clarification on any building or property that they intend to buy,” said Asst Insp Chipfunde.

Winky D new album premieres on Thursday

While a potential legal showdown is brewing between his camp and super producer, Oskid, dancehall maestro Winky D is set to debut his much anticipated album, Gafa Futi, live on ZiFM Stereo tomorrow.

The Gafa Life exponent will give eager listeners a taste of his full album between 10 and 11PM during the ZiJudgement Yard slot on ZiFM Stereo.

Those abroad will be able to live stream the programme on ZiFM Stereo’s website – www.zifmstereo.co.zw.

The album is set to be released for mass public consumption the following day.

Its release comes in the midst of controversy with Oskid, who over the past year, has become the hottest property on the Zimbabwean music scene, producing for everyone from Winky to Fungisai and Leonard Zhakata, insinuating that a predatory Winky D wants to deprive him of his much deserved shine.

The producer, who is making a solid case for himself as a producer akin to the likes of Delani Makhalima before him, alleged in The Sunday Mail this week that Winky and his team had removed his signature tags on tracks from the upcoming album, an action which represents the reversal of a prior arrangement between him and Winky D.

Oskid cites that piece of deceit as the reason for their fallout, and it remains to be seen whether Winky D will go ahead with the album release despite the threat of legal reprisals having menacingly over his head.

Over the weekend, Winky unexpectedly announced the official premiere and subsequent release of his new album. Official listening sessions have also been scheduled for Cape Town and London in the coming weeks.

“The album promises new higher intelligence and science to music as Gafa Chi Extraterrestrial.

It’s extracted from the universe’s many blackholes, sent through multiple worm holes, decrypted by the earthling encryption key Winky D,” posted Winky D on his Facebook wall.

“Gafa Futi has equations, formulas and answers to the worries of today. It challenges people to have no fear.”

The post also alluded to the fact that album’s production was handled by Oskid and Layaan, two men who have provided Winky D with the soundscape from which he has derived his biggest hits.

MINES and Mining Development Minister Walter Chidhakwa says revitalising the economy requires more investment in value addition and beneficiation of natural resources so as to increase earnings.

The value addition thrust is a key component of the country’s economic blue-print, Zim-Asset, which expires in 2018.

Zimbabwe is a net exporter of precious raw mineral resources such as platinum, gold, diamonds and chrome but suffers reduced earnings in the context of weakening global commodity prices and lack of a robust domestic refining industry.

As such, Minister Chidhakwa says a deliberate move has been taken to push the beneficiation agenda on the country’s mineral resources.
He told delegates at a recent mining indaba in Bulawayo that the Government has settled for the setting up of a platinum refinery in the country and resuscitation of the Kwekwe gold roasting plant as part of priority projects.

He said these projects would benefit in terms of increased investment, revenue, employment and technology.

“By establishing such projects there will also be upward, downward and side economic linkages, which will have ripple effects across the whole spectra of the economy,” said Minister Chidhakwa in a speech read on his behalf by a top ministry official Mr Valentine Vera.

“At the heart of our country’s economic blue print is the beneficiation and value addition of our natural resources at large and minerals in particular.”

The Government has said an investor for its wholly owned Kwekwe refractory plant has been found as efforts to revive the asset which has been idle since 2000 gather pace. The identified investor will take up a 49 percent shareholding while Government will control the remaining 51 percent.

The Kwekwe roasting plant has capacity to process about 9 000 to 10 000 tonnes of concentrate per annum and its resuscitation is expected to increase volumes to the national gold output. The refractory plant ceased operations in 2000 and Government transferred ownership of the assets to the Minerals Marketing Corporation of Zimbabwe on condition that the corporation would pay all the liabilities that the roasting plant had. The roasting plant was established in 1937 to assist small and medium scale miners around Kwekwe in the processing of dumps or refractory gold ore.

These dumps have an estimated 350 000 metric tonnes of ore and according to Peacocke and Simpsons Mineral Processors, they contain 97 220 ounces of gold worth $140 million at current prices. The Government is planning to replace roasters with new technology to improve recovery of gold and reduce the environmental impact of the plant.

Minister Chidhakwa said his ministry has also embarked on initiatives such as gold mobilisation, consolidation of diamond mining, lifting of the ban of chrome ore exports and establishment of mining cadastre.

“It is envisaged that these initiatives will increase levels of profitability, participation by indigenous Zimbabweans and transparency in the mining sector and minerals will be optimally extracted,” he said.

“The ministry also plays an important role in promoting environmental justice. Mines are encouraged to take care of the environment and should adhere to EMA requirements. There is need to ensure sustainable and environmental protection throughout the lifespan of a mining project.”

The minister said the Government was committed to bringing about desired socio-economic development and environmental protection through mining sector reforms that are being implemented.

FC PLATINUM defensive midfielder and Castle Lager Soccer Star-of-the-Year finalist contender Winston Mhango has been ruled out of his side’s must-win encounter against Harare City this Saturday due to suspension.

Mhango, who has been a vital cog for the platinum miners, will be greatly missed when the PSL table toppers visit the capital for a date against a tricky Harare City at Rufaro Stadium.

The former Hwange midfielder is part of eight players that will miss Week 26 of the PSL after accumulating three yellow cards.

Caps United’s Stephen Makatuka, Talent Chamboko of Ngezi Platinum, Border Strikers’ Godfrey Mukambi, Obert Moyo of Hwange, Bulawayo City’s duo of Innocent Kutsanzira and Mkhululi Moyo and Victor Kamhuka of How Mine will all watch from the terraces when their teams go into action this weekend.

The absence of Mhango and Makatuka will be felt by FC Platinum and Caps United respectively, who are vying for the title.

FC Platinum go into this weekend’s game bubbling with confidence following a 2-0 win over former champions Dynamos in their previous league match. The platinum miners presently top the league table with 51 points.

The Zvishavane-based side should be wary of Harare City, a side that held them to a 0-0 draw in the first half of the season.

How they deal with Harare City’s slippery midfield that has the likes of Ronald Chitiyo, Tatenda Tumba, Edwin Madhanhanga and William Manondo in the absence of Mhango will be key.

Second-placed Caps United trail FC Platinum by a point and visit First Division-bound Border Strikers without the rock-steady defender Makatuka, a player who has been in great form at the back for the Green Machine.

Justice Jangano and Dennis Dauda are expected to form the wannabe league champions’ central defensive partnership at Dulivhadzimu Stadium on Sunday.

Strikers will also miss the services of roving right-back Mukambi for the encounter.

Midfielder Kutsanzira and striker Moyo will miss Bulawayo City’s derby game with champions Chicken Inn on Sunday.

GMB depots receive farming inputs for 2016/17 season

THE Government has started distributing farming inputs to Grain Marketing Board (GMB) depots around the country ahead of the 2016-2017 farming season.

The Deputy Minister of Agriculture, Mechanisation and Irrigation Development, responsible for cropping, Davis Marapira, yesterday said preparations were well on course in all parts of the country.

We have already started moving farming inputs to GMB depots in the country and all the preparations are going on well.

“The inputs distribution will be done through various schemes, including the Presidential Inputs Scheme which will also assist a total of 600 families with cotton inputs. Under the Presidential scheme, communal farmers will get one bag of seed maize and one bag of fertiliser so that they have something when the rainy season starts,” said Deputy Minister Marapira.

He said those who had benefited from farming equipment from the Brazilian Food for Africa Scheme will also receive inputs from the Government.

“We want to make sure that everybody is incorporated in the inputs scheme so that all farmers contribute to the country’s efforts to achieve maximum food security.

“Those who have registered for the command agriculture will also receive the inputs that they require for their farming activities,” said Deputy Minister Marapira.

He added that the District Development Fund (DDF) would assist farmers who do not have equipment in preparing their land for the farming season.

Deputy Minister Marapira advised farmers to take advantage of the recent rains by preparing their land for farming.

“Those who received rains recently in their areas should not start planting now because the rainy season is yet to come. They should instead, use the rains as a chance to prepare their land for the farming season unless they have irrigation,” he said.

The deputy minister, however, expressed concern over Zesa power cuts, saying they were seriously affecting wheat farmers.

“We’re in the process of engaging Zesa so that there’s no disruption of farming activities in all provinces. Most of our wheat farmers have been seriously affected by the power cuts and this obviously reduces our yields,” said Deputy Minister Marapira.

Zimbabwe Commercial Farmers Union (ZCFU) Matabeleland North provincial chairman, Mr Winston Babbage, said they were working with Agritex to identify beneficiaries of the free inputs that will be distributed by the Government.

He, however, said seed houses were yet to make available some inputs that are suitable for the Matabeleland region.

“Farmers are bush clearing and the preparations for the farming season are going on well. We’re working with Agritex to make sure that the free inputs are directed to deserving people.

“We’re also lobbying seed houses to make sure that they deliver the inputs that are suitable for the region on time. Farmers are struggling to find the correct inputs,” said Mr Babbage.

He called on the Government to provide funding for farmers to sink boreholes and set up more irrigation schemes.

The Meteorological Services Department on Monday said the rains that were recently received in some parts of the country did not signal the onset of the rainy season.

The department said the country is expected to receive normal to above normal rains during the 2016/2017 season and this is favourable for farming.

THE decision by the Zanu-PF Women’s League to reaffirm its total support for the President and his two deputies during its National Assembly meeting in Harare on Friday could set the tone for the vanguard party to close ranks and desist from engaging in destructive factional politics which has been the bane of the party in the past.

The Women’s League – a crucial organ of the party – could have sown the seeds of the party’s victory in the 2018 general elections by clarifying that their proposed amendments to the party’s constitution had been misinterpreted as a strategy to push out one of the Vice Presidents.

By putting this emotive and divisive debate to bed, the wing has shamed prophets of doom and laid the groundwork for a stronger and united Zanu-PF – one that will annihilate the opposition at the polls. The VP issue emerged last year at the party conference in Victoria Falls where Article 7(1) (b) was brought back into force.

It has a provision which reserves one of the VP posts for a woman, and some party officials were allegedly using this lobby to try and replace one of the VPs at the 16th Annual National People’s Conference in December.

Addressing the National Assembly gathering, Women’s League Secretary, Dr Grace Mugabe, made it clear that the two VPs – Cdes Emmerson Mnangagwa and Phelekezela Mphoko, who were appointed by President Mugabe as his deputies at the 2014 Congress – enjoyed the full support of the Women’s League.

“Your Excellency, just to put the record straight, our resolution was misunderstood and misinterpreted. The resolution was never meant to dispense with any one. On this note, I wish to assure obaba Vice Presidents and Second Secretary Cdes Mnangagwa and Mphoko that you have our full support,” she said.

Her deputy, Cde Nomthandazo Eunice Moyo, went further, warning that party members found guilty of plotting the ouster of either of the VPs faced punitive action. She said no party member should campaign for the VP post since it was President Mugabe’s prerogative to appoint his deputies as provided for by the party constitution.

Cde Moyo explained that while the resolution for one VP post to be held by a woman stood, and that it could be accommodated in Zanu-PF’s constitution before year end, the aim was not to remove a sitting VP.

“We don’t want the VPs to be disturbed during their term; this is what the First Lady was explaining during the Friday Women’s League meeting. Party members and supporters shouldn’t listen to gossip that such such and such a VP will be removed from office because of the Women’s League resolution,” said Cde Moyo.

“We want the resolution to be included in the party constitution so that we follow laid down rules and regulations. We will follow the constitution because as a ruling party, we want to be exemplary to other smaller parties; that Zanu-PF respects its constitution.”

We applaud the Women’s League for its unequivocal and bold move which will not only enhance party unity and cohesion but could be the panacea to exorcising the ghost of factionalism which has been pegging back party programmes. With less than two years before the crucial 2018 polls, it is critical for Zanu-PF to ensure that it does not play into the hands of its enemies – both within and outside our borders – who have been gleefully rubbing their hands at the prospect of an implosion.

As the party that informs Government policy and programmes – divisions in its ranks spell doom for the nation and on this score, we have noted with concern how petty differences and gamesmanship have affected implementation of important policies.

We appeal to the party hierarchy to work towards uniting the party and ensuring that all organs put their shoulders to the wheel and serve the people. The party should play its oversight role on Government and see to it that there is full implementation of Government programmes particularly those to with economic development.

The Women’s League has led the way and other party organs need to follow suit so that the party moves forward with a single-minded unity of purpose. Sideshows distract from focusing on important matters of the State and Zanu-PF should remember that voters will judge it on its performance during the five years between 2013-2018. With the opposition coalescing and mooting a combined challenge to the ruling party, the stakes couldn’t be higher.

The party was handed an overwhelming mandate in 2013 but that may seem a long way off in 2018 where the election will be fought on bread and butter issues. As it is, the economy needs urgent attention and measures to revive it expeditiously implemented.

The starting point is the forthcoming agricultural season where farmers need to be adequately capacitated.

UN Security Council discusses truce in Syria

United Nations – The UN Security Council began negotiations on Monday on a draft resolution seeking an immediate truce in Aleppo and calling for an end to all military flights over the Syrian city, where over a quarter million people in rebel-held areas are besieged by Syrian forces.

But Russia immediately rejected any grounding of aircraft and questioned whether a resolution at this time would actually produce any results.

The resolution drafted by France and Spain threatens “further measures” — diplomatic code for sanctions — should any party fail to comply with the truce, and it asks for a new UN-supervised truce monitor.

“We consider that this is our responsibility to do absolutely everything we can do, everything humanly possible to unite the Security Council behind our efforts to end the martyrdom in Aleppo,” France’s UN Ambassador Francois Delattre said before Monday’s meeting.

Russia intervened on behalf of its close ally Syria on September 30 last year, joining President Bashar Assad’s bombardment of both anti-government rebel groups and militant groups such as the Islamic State and the Fatah al-Sham Front, an al-Qaeda spinoff formerly known as the Nusra Front.

With Russia’s backing, Syrian forces have encircled the eastern half of Aleppo where continued attacks have repeatedly damaged medical facilities in violation of international law.

Russia’s UN Ambassador Vitaly Churkin, whose country holds the rotating Security Council presidency this month, defended Russia’s military actions in Syria in the wake of bombings of hospitals and an aid convoy, saying Russia never deliberately targeted civilians.

“Had it not been for our involvement in Syria it might well be that the black flags will be flying over Damascus — it could well be,” Churkin said, referring to the flag of the Islamic State group.

Churkin said his country had concerns about the French resolution’s workability.

Rebel-held eastern Aleppo “has been taken hostage by Nusra and some others who are working with Nusra,” he said.

“The primary goal of Russia in that part of the world, in Syria and Iraq, is to throw out the terrorists. As long as the terrorists are there, there will be no peace and quiet for the civilians, in eastern Aleppo or anywhere else.”

Churkin said Russia is “a little bit baffled” that France called for a new monitoring mechanism for the ceasefire when there is already one in Geneva “which has been there for a long time and frankly has not been used very effectively”.

Russia, which is one of five veto-holding permanent members of the Security Council, has blocked a number of resolutions on Syria.

Churkin told a news conference that France said it wants united council support and doesn’t want to see a Russian veto.

“If they were sincere, we can have a resolution, I suppose, which would be more balanced,” Churkin said, but he said he wasn’t sure that many council members would like to see a resolution “that has no chance of working”.

Human Rights Watch called on the Security Council to demand that Syria and Russia immediately halt attacks in eastern Aleppo and ensure the delivery of humanitarian aid to the several hundred thousand people trapped there.

“The Security Council should immediately adopt a resolution demanding an end to the slaughter. And Russia, itself involved in the bombing, should refrain from using its veto or risk further sullying its record as a permanent member of the council,” Louis Charbonneau, UN director at Human Rights Watch, said in a statement. — AP.

TWO self-proclaimed Bulawayo prophets allegedly ganged up and strangled their client, a police Assistant Inspector, in a bushy area where they had taken him to “cleanse him of evil spirits” before robbing him of a car, $200, a laptop and two smart phones, a High Court judge heard yesterday.

Bulawayo High Court judge Justice Francis Bere heard this when Patrick Matikiti (26) of Sauerstown and Assurance Moyo (23) of Lobengula West appeared before him charged with the murder of Nhlalo Ndlovu in December 2014.

The pair allegedly robbed him of $200, a laptop, two smart phones and his car, a Toyota Noah which they later sold in Harare.

Prosecuting, Ms Nokuthaba Ngwenya said on December 10, 2014, shortly after 6.30PM, Matikiti and Moyo were approached by Ndlovu who sought to be cleansed of evil spirits that were allegedly haunting him.

Ndlovu had just arrived from Lupane where he was studying midwifery at St Luke’s Hospital.

Ms Ngwenya said Matikiti and Moyo, who already had information that Ndlovu was carrying cash and some valuables in his car, hatched a plan to rob him of his belongings.

“Matikiti and Moyo then asked Ndlovu to drive to Khami Dam where upon arrival they disembarked before they led him to a nearby bush where they purportedly intended to conduct a cleansing ceremony to drive away the evil spirits,” she said.

Ms Ngwenya said the two men manhandled the cop and choked him using a piece of cloth from their garments.

She said they robbed him of $200, a Toshiba laptop, two smart phones, his police ID card and car and left his body in the bush. The two drove to Harare where they sold the car.

Ms Ngwenya said the arrest of the two men follows crime scene evidence generated from samples taken from Ndlovu’s remains which were discovered near Khami Dam.

The arrest was based on a strong suspicion following a report by relatives that Ndlovu was last seen when he visited Matikiti’s home for consultation.

Ndlovu’s bone, tooth and toothbrush were taken to the National University of Science and Technology (Nust) Applied Genetic Testing Centre for DNA profiling and the samples matched the police officer’s identity after another paternity test was conducted on the cop’s son and sister.

When police searched Matikiti’s house, they found Ndlovu’s police ID. The two men then led police to the scene of the crime for indications where the other stolen goods were recovered.

Both accused persons admitted the crime in their warned and cautioned statements.

They however, yesterday denied the charges, arguing that they were forced to confess and sign the statement after they were tortured by the police.

Ms Martha Mazango of R Ndlovu and Company is representing Matikiti while Assurance Moyo’s lawyer is Ms Viviane Chikomo of Majoko and Majoko Legal Practitioners.

The trial continues today.

Magistrate jails detective, faces arrest

ESIGODINI magistrate Mr Lungile Ncube is facing arrest for allegedly illegally incarcerating a detective.

The cop had come to court to ask for extended time to pay a fine for assaulting a suspect.

Leeroy Mahunje, the detective, reported the case of criminal abuse of office against Mr Ncube at Gwanda police station CR number 57/09/16.

He wants the magistrate to be tried for illegally sending him to prison for six days, two days before the deadline to pay his fine had elapsed.

The detective argues that he was not in default of payment.

Det Mahunje has also lodged a complaint with the Judicial Service Commission against Mr Ncube’s conduct.

In his letter to the JSC he said he and two other detectives whom he did not name were charged with assaulting a suspect who had broken into a house in Gwanda.

Mr Ncube fined each of them $600 or six months in prison after a full trial.

Det Mahunje paid $100 on June 29.

“I then applied for an extension up to August 31 to pay. My time sheet was duly endorsed by the resident magistrate, Mr Lungile Ncube,” wrote Det Mahunje.

“On July 29 I proceeded to Esigodini Magistrates’ Courts to pay $100, which amount was duly receipted under receipt number 333640. I applied for further time to pay. It will be noted that the date I had been given for full payment was July 31, 2016, which date fell on a Sunday.

“The court does not sit on a Sunday and banks’ maximum withdrawal limit is $100.”

He said Mr Ncube inquired from him why he had not paid and he explained the reasons but the magistrate was not amused.

“He decided that I should serve the alternative sentence and thus committed me to prison, two days before the due date he had extended to me,” said the detective. “Accordingly, when I was jailed I had two days to look for the full amount and pay it to the court. I was in prison for five days,” he wrote.

“Meanwhile, on July 30, 2016, my relatives had raised the full amount ($400) that was outstanding but could not pay it at court as I had already been jailed.”

Det Mahunje said when Mr Ncube jailed him he was fully aware of the fact that he and his co-accused had noted an appeal against conviction at the Bulawayo High Court under cover HCA76-9/16.

He said he was eventually released on bail pending appeal despite the fact the appeal was lodged before his incarceration.

THE High Court has granted an interim order barring Beitbridge Senator Tambudzani Mohadi and Zanu-PF Matabeleland South provincial chairman Cde Rabelani Choeni from interfering with farming activities at Double O Ranch in Gwanda district.

The ruling by Bulawayo High Court judge Justice Nokuthula Moyo follows an urgent chamber application by the owner of the property, Mr George Watson who sought a provisional order interdicting Senator Mohadi, Cde Choeni and two other villagers from interfering with activities at his farm also known as the remaining extent of Makhado Ranch.

Mr Watson, who survived initial eviction attempts in 2003, has been locked in a protracted battle with local politicians who accused him of failing to co-exist with the community.

The farm, which covers 10 000 hectares, was previously divided into two sections with Mr Watson and his mother, Mrs Paxotius Watson remaining with 2 000 ha while 8 000ha were allocated to Siyoka villagers.

In papers before the court, Senator Mohadi, Cde Choeni, Lands and Rural Resettlement Minister Dr Douglas Mombeshora, Mr Amon Ndou, a local councillor, Zanu-PF Women’s League, Headman Hebert Siyoka and the chairperson of the Gwanda district land committee were cited as the respondents.

Justice Moyo said although the provisional order restrained the respondents from visiting Makhado Farm, it however, shall not operate against them when they act in terms of the law.

“The Minister of Lands and Rural Resettlement is hereby restrained and interdicted from authorising or permitting the respondents or their agents from visiting the farm save through compliance with due process as provided for in terms of the Land Acquisition Act,” ruled the judge.

Mr Watson, in his founding affidavit, accused Senator Mohadi of mobilising members of Zanu-PF Women’s League to occupy his farm and claiming its ownership.

The commercial farmer, who is being represented by Mr Nathan Mashayamombe of Mashayamombe and Company Attorneys, said his family’s security has substantially been compromised as result of the respondents’ conduct.

Mr Watson said the “invasion” spelt doom for the future of 49 permanent workers and 60 others who employed on seasonal basis.

“I have considerably invested in the farm mechanisation and the farming project has immense benefits to the local Siyoka community. I have over the years been able to transform the farm through individual and foreign investments into a viable entity boasting of the only banana plantation in Matabeleland region,” he said

Senator Mohadi, Cde Choeni, Mr Ndou and Headman Siyoka appeared in court as self actors while Ms Rejoice from the Civil Division in the Attorney-General’s Office represented the Government.

The respondents have at least 10 working days to file papers in the event that they want to oppose the confirmation of the provisional order.

In December 2014, Vice-President Phelekezela Mphoko visited the farm to acquaint himself with banana farming because he wanted it replicated in Matabeleland North.

During the visit, the Vice-President told the local Zanu-PF leadership to co-exist with the Watsons and urged the Gwanda land committee to find a solution to the dispute.

In August 2011, Mr Watson and his wife, Ms Elaine de Plooy, were fined for setting dogs on two herd boys they found looking for stray donkeys on the farm.

The Watsons are accused of fencing off a dam built by the District Development Fund (DDF) and refusing neighbouring villagers access.

ARTISTES performing at the Zimdancehall Fiesta scheduled for Gweru and Bulawayo over the weekend say they are ready to dish out the best of their craft to audiences outside Harare.

The festival, which kicks off at the Midlands Hotel in Gweru tomorrow, will feature artistes – Killer T, Seh Calaz, Soul Jah Love and Freeman.

In Bulawayo, the Harare artistes will be joined by Guluva 7 and Mzoe 7 at a show being held at the Large City Hall car park on Saturday.

Show organisers said all was set for the fete where tickets have been pegged at standard $5 and $10 for VIP.

Seh Calaz, who is also known as Bhanditi, said: “My fans should expect nothing but the best on both nights.”

Freeman, who is behind the hit Shaina, said he wanted to use the performance as an opportunity to promote his music and build a new fan base.

“In Gweru, my fan base is huge, but in Bulawayo, I know that I have a lot of work to do as fans there have not been exposed much to my music.

MORE than 2 000 farmers have signed up for the command agriculture initiative while the Government has so far secured $503 million for farming inputs for the 2016/17 summer season.

As preparations for the forthcoming agricultural season intensify, some of the inputs are already on the ground in large quantities. This comes as President Mugabe yesterday called on the nation to prepare for the season “with serious determination” and recover from losses encountered in the past agricultural seasons.

Speaking after the 303rd Zanu-PF Politburo meeting in Harare yesterday, the revolutionary party’s secretary for administration, Cde Ignatius Chombo, said all was set for the revitalisation of the agriculture sector in line with 10-Point Plan economic growth enunciated by President Mugabe recently.

He said Vice President Emmerson Mnangagwa, who chairs the Cabinet Committee on Food and Nutrition together with Agriculture, Mechanisation and Irrigation Development Minister, Dr Joseph Made, informed the Politburo on Government’s position with regards to funding and input distribution.

“The Vice President reported that 2 007 farmers had signed performance contracts under this programme (command agriculture),” Cde Chombo said.

“Already 5 961 hectares of irrigable land have been tilled in preparation for the season. Government has 980 tractors available for hire, including 74 from the District Development Fund and a total of $503 million has been secured from various local financiers to mobilise the inputs. Inputs on the ground as we speak include 2 750 tonnes of seed, 20 000 tonnes of lime, 4 500 tonnes of basal fertiliser, 6 400 tonnes ammonium nitrate and four million litres of diesel.”

Fertiliser companies have 100 000 tonnes compounds and ammonium nitrate in stock, while seed companies have 40 000 tonnes, which are enough to support command agriculture.

The programme aims to produce two million tonnes of maize on 400 000 hectares of land.

The farmers, to work under strict supervision, will be required to commit five tonnes per hectare to Government as repayment for the inputs and agricultural equipment.

Cde Chombo said President Mugabe emphasised the need for adequate preparations.

“Noting that the 2015-16 farming season was not pleasing, President Mugabe encouraged the nation to prepare with serious determination to do better this season and recover from the losses of the past two seasons,” he said.

“His Excellency urged stakeholders, mainly seed and fertiliser producers to cooperate with Government so that this season is a successful one.”

Cde Chombo said President Mugabe had lamented the indiscipline witnessed in the distribution of land, especially in urban areas, giving rise to land barons.

“He warned urban citizens not to build on land that was not properly allocated. This will result in their structures being destroyed and urged local authorities to ensure that no construction should take place on land that is not legally allocated and planned for.”

Turning to party issues, Cde Chombo said the Politburo had deliberated on preparations for the 16th Annual National People’s Conference slated for Masvingo in December.

He said the conference to be held at the Masvingo Agriculture Showgrounds, would be held under the theme: “Moving with Zim-Asset in Peace and Unity.”

Said Cde Chombo: “The venue requires lots of civic works to meet the required standards of a conference venue.

“The party has undertaken to make upgrades that will greatly improve the outlook of Masvingo Showgrounds and enable it to host not only the conference but other major national and even international events. This is in line with the party’s vision of improving the country’s infrastructure.

The finance sub-committee has started mobilising funds and two fund-raising dinners will be held in this regard. An exhibition will run concurrently with the conference.”

He said one of the major highlights of the conference would be the “Walkathon” where party youths are expected to walk from Harare to Masvingo, planting trees at identified schools in the process.

Cde Chombo said national commissar Cde Saviour Kasukuwere, had reported on the outreach programme being done by the Chitepo Ideological College in various provinces.

“Under this programme, party members are schooled on the party ideology and history,” he said.

“This has been well received. He also updated the Politburo on the preparations of Zanu-PF for the Norton and Chimanimani by-elections. Generally the party is strong across all provinces and programmes are going according to plan.”

He said the secretary for external affairs Cde Simbarashe Mumbengegwi reported to the Politburo on President Mugabe’s recent visits to New York, United States, for the United Nations General Assembly and Venezuela for the 17th Non-Aligned Movement Summit.
